WINCHESTER, TN – July 13, 2026 – As the new school year approaches on August 7, the
Franklin County Board of Education has announced the implementation of an updated cell phone
policy designed to foster a more focused, distraction-free learning environment across all district
classrooms. The updated measure, Policy 6.312 – Use of Cell Phones and other Communication Devices,
establishes clear boundaries for device usage based on grade level, while maintaining open lines
of communication for parents during emergencies.
“Our primary goal is to provide our students with the best possible environment for academic
success and personal growth,” said Rachel Shields, PR Supervisor for Franklin County. “By
limiting the distractions caused by smart devices during instructional time, our teachers can teach
more effectively, and our students can engage more deeply with their peers and their
coursework.”
Key Highlights of Policy 6.312:
● Elementary Schools (Grades K-5): Students in grades K-5 may not possess a personal
communication device (PCD). Exceptions are strictly limited to students who require a
device as part of an individual education program, 504 plan, or individual healthcare
plan.
● Middle and High Schools (Grades 6-12): Students in grades 6-12 are permitted to
possess devices on campus; however, these devices must remain turned off and stored
away during the school day.
● Student Breaks: Recognizing the need for student downtime, middle and high school
students are permitted to access their devices during their scheduled lunch time.
● Strict Guidelines on Device “Use”: The district policy defines use as not only
interacting with or holding a device, but also includes a device ringing, vibrating, or
causing a disruption. Passively recording, filming, streaming, or utilizing features like
Airdrop and Quick Share without permission is strictly prohibited.
To enforce the policy consistently, the district has outlined a progressive discipline matrix. While
a first offense results in the teacher collecting the device until the end of the class period,
subsequent offenses will require a parent or guardian to retrieve the device directly from the
school office. Furthermore, using a device to bully, harass, intimidate, or share inappropriate material will result in immediate disciplinary action and potential reporting to law enforcement.
District officials also want to assure parents that student safety and parent-school communication
remain top priorities.
“We understand that parents want the peace of mind that comes with reaching their children,”
added Rachel Shields. “Under our Emergency Communication Plan, if an emergency occurs at
school, parents and guardians will be alerted immediately through our schoolwide notification
system via text, phone call, and/or email. We will also post continuous updates to our official
website and social media pages.”
Families are encouraged to review the full details of Policy 6.312 with their students prior to the
first day of classes on August 7.
