Franklin County officials are asking Winchester and other municipalities to help fund construction of a new animal-control building planned for George Fraley Parkway, just south of the Franklin County Judicial Center.
County Mayor Chris Guess addressed the Winchester City Council during its Feb. 3 work session, requesting the city assist with funding a six-inch water-main extension to serve the new facility. Although the building will serve the entire county, Guess noted that roughly half of the animals currently housed come from Winchester. In 2025, animal-control responded to 596 calls in the county and 527 within Winchester.
Winchester currently contributes approximately $20,000 annually toward animal control operations, while other cities contribute between $3,000 and $4,000, according to Guess.
Two water-main options were presented. Installing 1,350 linear feet of pipe along the east side of George Fraley Parkway would cost an estimated $140,000. A second option, placing 500 linear feet on the west side and boring underneath the roadway, would cost approximately $110,000.
The council agreed to consider funding the project in its 2026-27 budget.

Guess described the current animal-control facility on Utility Road as “deplorable,” citing sewer issues, limited pen space and inadequate conditions for both employees and animals. He said the new building would address those concerns and allow the old structure to serve as overflow if necessary.
Winchester Police Chief Ritchie Lewis urged support, noting the high volume of animal-related calls. Councilman and County Commissioner David Eldridge echoed concerns about the current facility’s condition.
The county has appropriated $1.5 million toward the project, including $500,000 in COVID-relief funds and a $500,000 private donation. Rising costs delayed progress, but officials now expect completion for slightly under $2 million, with construction anticipated within three months.
