Franklin County Schools Names Anna Mullin New Supervisor of Exceptional Children Services

Franklin County Schools has announced that Ms. Anna Mullin will serve as the district’s new Supervisor of Exceptional Children Services, effective July 1.

Mullin brings decades of experience in education administration, special education compliance, student advocacy, and direct classroom service. She most recently served as a Special Education Teacher since July 2023, where she focused on individualized instruction for students with disabilities and worked closely with families to help develop tailored Individualized Education Programs.

Incoming Director of Schools Dr. Roger Alsup praised the appointment, saying Mullin understands the unique strengths and needs of Franklin County families through her years of work as both an administrator and classroom teacher. Alsup said he looks forward to working with Mullin in her new role to help ensure all students are positioned for lifelong success.

In addition to her classroom work, Mullin has extensive administrative and advocacy experience. She has served multiple terms as an Assistant Principal, spent more than a decade as a Transition Case Manager, and worked as a UniServ Coordinator for the Tennessee Education Association. Through those roles, she has managed state and federal compliance, coordinated employment and training opportunities for students with special needs, and handled contract negotiations and conflict resolution.

Mullin’s educational background includes a Master of Education in Administration and Supervision, earned summa cum laude, from Middle Tennessee State University. She also holds a Bachelor of Science in Psychology from Campbell University.

Her honors include being named the 2024-2025 Teacher of the Year for Sewanee Elementary School, along with receiving the 1996 Navy Achievement Medal. Mullin is also a former President of the Franklin County Education Association and is a veteran Sergeant of the United States Marine Corps.

District leaders say Mullin’s experience and dedication provide a strong foundation for guiding Franklin County’s Exceptional Children Services into the future.
